Why don't land based casinos have online affiliate programs?

With the invention of the "player card", it should be possible for even land based casinos to form affiliate programs with online affiliate sites like Gamblingcity, AskGamablers, The Pogg, CM and other affiliate portals.
And yet they don't???? Just last night on NewYears Eve, I was promoting online gambling because I went to several outings/parties with people/friends who like to gamble a lot.........I asked them why they didn't ever gamble online and the reason was the same most of the time........"Because it wasn't the same as going out and having fun with friends"!
A lot of these same people also had players cards which allows the casino to track their gameplay. However if the casino can track their gameplay, then shouldn't they be able to track who signs up online and how much they wager as well?
Why don't land based casinos form partnerships with affiliate websites, so that GC can offer them on the CB program? :(
