When I look at the details on the BEST MEMBERS page, there is one thing that sticks out; Virtually everyone in the top #40 has just one "badge/symbol" which is the "Used up all available votes" feature???? Does this mean a bunch of player (over 30) are coming on GC at the beginning of each month and voting like crazy?

At the start of each month there will be a number of members who have in previous months used all their votes. It's a permanent award until any of those votes expire (after 365 days).
Generally after a week or so, the scores from that award are overtaken by other activity in that month.

I've pretty much run out of votes but it would be nice if I could get some more. Is this possible?
